House Policies

The Alcohol & Gaming Commission of Ontario (AGCO) has laid out Regulatory Policies and Legislation governing the sale and service of alcohol for Licensees, which can be found on its website.  UTM has also developed House Policies that fall within the legal bounds of the AGCO’s Legislation.  The purpose of these House Policies is to further ensure and enforce the safe service of alcohol on campus with specific regard to the needs of the community.

Last Call

All alcoholic beverage sale and service for an event will cease 15 minutes prior to the event’s scheduled end time.

The AGCO prohibits the sale and service of alcohol past 2:00am (with the exception of New Year’s Eve).  However, the latest time to which UTM will sell or serve alcohol is 1:45am, unless the end time of the event is earlier than 2:00am, in which case the sale and service of alcohol will cease 15 minutes prior to the event’s scheduled end time.

UTM is under no obligation to announce last call at any event.

Please note that the AGCO requires that the clearing of all signs of alcohol service must be completed 45 minutes after the sale and service of alcohol has ceased.  In this regard, UTM will begin clearing any signs of alcohol service at the scheduled end time of the event, and the clearing of all signs of alcohol service will be completed by 45 minutes after last call, or 30 minutes after the scheduled end time of the event.

Wristband Policy

For any event where minors will be attending and alcohol will be served, those of legal drinking age will be required to wear wristbands.

In order to ensure that all events, where appropriate, can include participation from all members of the community, the Event Organizer is required to disclose whether or not minors will likely be attending the event.  If the event will have minors present, then UTM will implement the Wristband Policy to ensure that those who are of legal age to drink can be served responsibly and those who are not of legal age to drink will not be served.

UTM will schedule staff as appropriate for the size and location of the event to act as door personnel to check IDs for all event participants as they enter the licensed area. The cost of staff will be applied to the client's invoice. If a person is of legal drinking age, then he or she will receive a wristband colour-coded for only that particular event. The wristband will indicate to the serving staff that the bearer of the wristband has been checked for ID upon entry to the licensed area and has deemed eligible to be sold or served alcohol.

Please note that the wristband does not preclude the serving staff from checking ID if they are unsure that the bearer of the wristband is of legal drinking age.  As legislated by the AGCO, any serving or door personnel at the event can ask for an acceptable form of ID when any doubt of a person’s age exists. Valid ID must be current, government-issued and include a photo of the person and the birth date.

Acceptable forms of ID include:

  •   Ontario Driver´s License with a photo of the person to whom the license is issued
  •   A Canadian Passport
  •   Canadian Citizenship Card with a photo of the person to whom the card is issued
  •   Canadian Armed Forces Identification Card
  •   A photo card issued by the Liquor Control Board of Ontario (LCBO), entitled Bring Your ID (BYID)
  •   A Secure Indian Status Card issued by the Government of Canada
  •   A Permanent Resident Card issued by the Government of Canada
  •   A photo card issued under the Photo Card Act, 2008

For any event where minors will be attending, the serving staff will check ID before selling or serving alcohol to an event participant.

Alcohol Service: Special Requests

UTM reserves the right to refuse to provide alcohol service based on any condition that, UTM deems, threatens its ability to provide the safe service of alcohol to its patrons.

Hospitality & Ancillary Services is committed to ensuring the success of any event at UTM in which the department is involved in planning, overseeing, or operating.  However, Hospitality & Ancillary Services will not jeopardize UTM’s liquor license to accommodate any special request associated with the service of alcohol at an event, even if such requests were granted in the past.
