The motion: "This house believes that clinical trials involving a placebo arm are unethical."

Does conducting a clinical trial with a placebo violate a code of ethics? If the treatment option that is being tested shows improved outcomes in patients, is it unethical not to treat the placebo group with the novel therapy?
